| Abstract : | The following research is a "Plan for the strengthening of citizen participation in public management of the Municipal GAD in the Francisco de Orellana Canton, Province of Orellana". Set up Popular Assemblies of Citizen Participation in a joint working group with each and every one of the sectors involved: GAD Municipal authorities, the social organizations, representatives in the rural and urban institutions, representatives of the parishes and communities and citizenship; in order to start creating the new social pact. The results of the research were shown the application of the methodological instruments to make a diagnostic and reach the proposal. The following tools such as: surveys, interview and observations were applied. True democracy is the active citizen participation, which requires their rights but assume its duties and responsibilities, collaborate and work together with their representatives in the search for solution of their main needs It is recommended to gradually increase the participation and social control in the Canton Francisco de Orellana, through strategies focused on citizen interest keeping the Good Life as primary axis. |
| Resumen : | El presente Trabajo es “Plan para el Fortalecimiento de la Participación Ciudadana en la gestión pública del GAD Municipal del Cantón Francisco de Orellana, Provincia de Orellana”. Conformar las Asambleas Populares de Participación Ciudadana en un trabajo conjunto con todos y cada uno de los sectores involucrados, autoridades del GAD Municipal, las organizaciones sociales, representantes de las instituciones urbanas y rurales, representantes de las parroquias y comunidades, ciudadanía en general para que todos empecemos a crear el nuevo pacto social. Los resultados de la investigación se evidenciaron al aplicar los instrumentos metodológicos para realizar un diagnóstico para poder evidenciar y alcanzar la propuesta, se aplicó las siguientes herramientas como encuestas, entrevista, observaciones. La verdadera democracia constituye la participación ciudadana activa, que exija sus derechos pero asuma sus obligaciones y responsabilidades, colabore y trabaje conjuntamente con sus representantes en la búsqueda de solución de sus principales necesidades. Se recomienda incrementar progresivamente la participación y control social, en el Cantón Francisco de Orellana, mediante estrategias enfocadas al interés ciudadano manteniendo el Buen Vivir como eje primordial. |
