Evaluación ex post al proyecto construcción del centro de servicios turísticos comunitarios cascada Angas en la parroquia Huigra, cantón Alausí, provincia de Chimborazo.

Abstract

The present investigation was carried out with the objetive of verifying the adequate use of public resources invested and the impact produced in the Huigra parish. With the implementation of the project, 244 inhabitants of the parish were taken as a study population, with the application of surveys, interviews and observation, which allowed to determine the social, environmental and economic impact, then the evaluation of indicators was carried out under the criteria of relevance, effectiveness, efficiency and sustainability. In addition, a statistical analysis was carried out to verify the hypothesis, as a result it was determined that the population did not improve their life condition, and there was no increase in the number of tourists in the area, the tourist center was not equipped and no tourist product was consolidated, nor was it trained in tourist administration and operation, nor was a marketing and tourism marketing plan of the Angas community executed, there was no optimization of the time used to deliver the work, no action was taken to implement an adequate treatment process for waste disposal, nor was a management and technical support committee established to guarantee the development of local capacities and leadership in the community that contributes to the adoption of maintenance polices for the Angas tourist center. With the exposed it is posible to point out that the impacts generated by the implementation of the project "Construction of the community service center of the Angas waterfall in the Huigra parish" were more negative than positive, due to various social factors such as the disinterest of the shift authorities, therefore, the importance of carrying out adequate and timely prior studies that respond to the priority needs of the population and once the project are implemented, carry out ex post evaluations as a strategy of continuous improvement.
