Plan estratégico para fortalecer la gestión pública del Gobierno Autónomo Descentralizado Municipal del cantón Guano, provincia de Chimborazo, período 2018 – 2021

Abstract

The objective of this titling work is to prepare a Strategic Plan to strengthen the public management of the Autonomous Decentralized Municipal Government of the canton Guano, the purpose was to detect the problems affecting the institution and establish possible solutions to them in the first instance An analysis of the current situation of the GAD was carried out to determine the fulfillment of the objectives, in which way surveys were applied to citizens and GAD employees to have a clear vision of the situation, followed by an analysis of the data collected from this from identified the shortcomings within the municipality. As a result there is no strategic plan and does not meet the objectives, organization and distribution of activities. Therefore, strategies such as: Training for artisanal sectors were created, as well as the elaboration of an ordinance establishing mechanisms for portfolio recovery and including social assistance programs in cooperation with, MIES to improve public management. The implementation of the strategic plan that aims to achieve the common benefit of its inhabitants is suggested.
