Estudio técnico - económico - legal para el canal de televisión digital de la ESPOCH.

Abstract

Technical, legal and economic study to get a digital frequency to implement a digital T.V channel in the ESPOCH The motivation is to develop pan investigation, because it is necessary to have an own massive communication channel to spread the activities developed in the ESPOCH. The problem is that the ESPOCH does not have necessary information to manage the decision to implement a digital T.V Channel with coverage in Chimborazo, Tungurahua, Cotopaxi and Bolivar The general objective is to get the necessary information to obtain the frequency for the T.V channel in the ESPOCH. The methods that we used were deductive; we considered all the factors that intervene in the system of communication functioning for television, like: climate, geographic, radio electrical saturation. From those ones we got the architecture of the T.V channel. The inductive method in which we can observe specific parameters that measure the system performance like: the signal and reliability We got topographic papers, GPS and the application of Google Earth, to determine the latitude, height, and topographic profile, software radio mobile to the simulate the microwave links, WinRpt to determine the area of coverage of the transmitters. For the economic study we elaborated a budget, considering the infrastructure, technical equipment and operating staff. Corresponding to the legal aspect, we analyzed the regulation of the control organism of the country. With the proposal system we can get 99,9% percentage of signal. The implementation of the project will cost 560000 dollars. We suggest to the authorities to consider this study, referring to the digital T.V channel.
