Plan estratégico institucional del Gobierno Autónomo Descentralizado Parroquial Rural de San Gerardo de Paquicahuán para el periodo 2021-2026

Abstract

The present research work, named "Institutional Strategic Plan for Gobierno Autónomo Descentralizado Parroquial Rural of San Gerardo de Paquicahuán for the period 2021-2026", was proposed with the objective of improving the technical-administrative management of the GAD. For the elaboration of the research, different methods and instruments of investigative character were applied, such as: field and documentary research, surveys were carried out to parish government officials and citizens in general, observation was made in the territory and the findings were contrasted with the information presented in documentary sources related to the subject. The results showed that the parish administration does not have an efficient institutional management, which has repercussions on the results of its work, both internally and at the territorial level. For example, there is no adequate coordination between the development and territorial planning and the annual operational plan. Likewise, there is a lack of knowledge of the regulations among most of the authorities. In addition, the spaces for citizen participation are not taken advantage so that the inhabitants of the parish are better involved in institutional decisions. Therefore, the design and implementation of an institutional strategic plan would provide to the parish government authorities an appropriate tool to organize institutional work in an effective, efficient and technical manner. This would undoubtedly contribute to the socioeconomic development of the citizens of San Gerardo
