Plan de salvaguardia del Patrimonio Cultural Inmaterial, ámbito patrimonio alimentario y gastronómico de la parroquia Licto, cantón Riobamba, provincia Chimborazo.

Abstract

This work aimed to elaborate a safeguarding plan for the intangible cultural heritage, foot and gastronomic from Licto village, Riobamba Canton, Chimborazo province. For this purpose, the ICH (Intangible Cultural Heritage) registry was validated through interviews in which people were socialized about what a Safeguarding Plan is about. In addition, the vulnerability of the ICH was analyzed through interviews where it was evaluated using an evaluation matrix by criteria taking into account 3 parameters: Heritage, Memory and Identity, in such a way that each manifestation was placed horizontally and a numerical rating was given from 1 to 3 depending on the state of each one. Subsequently, the philosophical and strategic approach of the Safeguarding Plan was formulated through interviews with the actor involved, where a SWOT matrix was generated and from this the critical nodes and key success factors were prioritized. Plan and programs were then formulated based on the axes of protection, revitalization, transmission, promotion, dissemination and dynamization. A total of 22 manifestations were validated, and in the vulnerability analysis a total of 55% are in vulnerable manifestations and 45% are in force and do not present highly vulnerable manifestations. Based on this and using the prioritization of critical nodes and key success factor, 9 strategies, 4 programs and 5 projects were formulated. To sum up, the implementation of 5 projects will guarantee the transmission of knowledge and know-how the new generations and will strengthen the gastronomic identity from Licto village. It is recommended that the Autonomous Decentralized Government of Licto implement the Safeguarding Plan.
