Evaluación presupuestaria y cumplimiento del plan operativo anual de la Escuela Superior Politécnica de Chimborazo, periodo 2015

Abstract

This research work is a Budgetary Evaluation and Compliance with the Annual Operational Plan of the Escuela Superior Politécnica de Chimborazo, period 2015, to verify the institutional management performance level, based on Planning and Development National Secretary guidelines, applied to public sector institutions in their different stages of programming, formulation, approval, execution, liquidation, monitoring and evaluation of the Operational Plan. In performing the work, the budget execution and fulfillment of the operational plans were evaluated to measure the capacity performance of the management and subsystems, as well as efficiency, efficacy and effectiveness. As a result of this investigation, it is concluded that in most of the faculties and strategic academic, administrative, investigation and relationship subsystems, there are certain communication, monitoring and empowerment weaknesses of planning, implementation and meeting goals of the units involved in the process. It is recommended to strengthen processes and teamwork at the institutional management among responsible agencies for the Annual Operational Planning execution, which will improve quality and warmth in compliance with the institutional vision and mission.
