Estudio de factibilidad para la implementación de un sistema de estacionamiento rotativo tarifado, en el centro urbano del cantón La Libertad, provincia de Santa Elena, período 2022-2023

Abstract

The objective of this study was to determine the feasibility for the implementation of a system of a fee-based rotating parking in the urban center of the canton of La Libertad, Province of Santa Elena, in the period 2022-2023, through the application of the technical methodology and instruments, observation and surveys were conducted containing essential parameters for its structure and allowing the collection of detailed information, such as type of road, direction, existing parking lots, number of lanes, lane width, width of the roadway; the surveys were based on closed questions that allowed the collection of information to obtain results. Through the study it was possible to establish as a result strategies that contribute to the improvement of transportation mobility and pedestrian safety through a SWOT analysis, in addition to determining the technical feasibility with spaces for parking on public roads considering the parameters established in the RTE INEN 004-2248; through the research methods, results were obtained to determine the economic feasibility, to calculate the current supply and demand of the service and the unsatisfied demand, after that, the respective financial study was conducted in which the main financial indicators were analyzed, such as the Net Present Value, Internal Rate of Return, Investment Recovery Period and Benefit/Cost Ratio, in addition, the operational feasibility was established in which the sanctions, service control cards and personnel functions are established. In conclusion, the payback period of the project will be 1.95 years and represents a cost benefit of $1.40; it is recommended to develop the trainings proposed in the research in order to strengthen the knowledge of the officials.
