Abstract

The objective of this research was to elaborate the safeguarding plan of the Intangible Cultural Heritage referred to as the “Pase del Niño” of Riobamba Canton for including in the representative list of the ICH; to safeguard the cultural identity, the living memory and to strengthen as a contribution to the sustainable cultural tourism development of the canton. Concerning the situational diagnosis, it was identified essential aspects of the locality, evidencing the current situation of the territory and emphasizing aspects that are linked to the Pase del Niño festival. It was based on the use of the inventory card proposed by the National Institute of Cultural Heritage, where interviews were conducted with all the actors involved in the manifestation, identifying aspects such as sensitivity to change and vulnerability of the events. It was prepared a SWOT matrix, with which the critical nodes and key success factors were identified to subsequently develop programs based on the formulation of strategic objectives, of which we have two programs and six projects, which facilitate the implementation oh the safeguarding plan, contributing to the Intangible Cultural Heritage of the locality. It is evident that most of the manifestations are in a valid state, and others are in a vulnerable state. It is concluded that the events of the “Pase del Niño” have a cultural identity of the riobambeños. It is recommended to consider the programs presented in this research since they will contribute to future solutions and therefore enhance the Intangible Cultural Heritage of the canton.
